Groups on this site are created using the Organic Groups module. On this site, any user can create groups. Access to groups (who can create them, and how open/closed they are) is controlled through the Organic Groups configuration page. As a means of providing an overview of the overall possibilities, I am including a screenshot of the settings for this site.
